FROM EXPLOITATION TO INCLUSIVE JUSTICE
To indicate how from the principle of ending exploitation certain basic aspects of restructuring in the financial system are required: especially its financial form of ‘usury’ on money bearing compound interest issued by commercial banks, and the passing of location value to rentiers rather than to the community that created it. As all people of good faith reassess their contribution to public truth these suggestions should be seriously studied by intra-disciplinary bodies:

PRINCIPLE: Good faith in any tradition must be universal – that is, serving justly people and the planet.

PRAXIS: To develop that principle, some major systemic changes are needed, urgently:
– Renew the priority of investing in human capital before all else.
– Return to publicly created money – end issuance of new money bearing interest by commercial banks.
– Educate people to understand that Social, Solar and Material Commons are more fundamental than traded commodities.
– Return location value created by the community to the community – ending much accumulation of unearned income.
– Introduce a new form of material wealth’s inclusive distribution – so that consumers and producers are the same people.
– Respond to the mantra that ‘the first call on a nation’s wealth should be a basic income for all citizens.’
– Rescind laws creating ‘corporate personhood’ and the primacy of returns to directors and shareholders.

Behind these brief indicators serious studies and proposals are available for intra-disciplinary appraisal.

We seek a practical workable post-capitalist ecological economy, an economy by the people, for the people that is geared to production for need, not for profit, other than the dichotomy of all state versus all private. This is to make a principled distinction between what is naturally private property and what is the common wealth of all. Two complementary aspects of this are emphasised.
1. Recognising that the money system is naturally a social institution whose benefits should naturally be enjoyed by all.
2. A recognition of the distinct economic role of land.
For any individual access to land or natural resources that society bestows there is a corresponding duty to make a return commensurate with the privilege. These two policies combine a community-based issuance of money and government revenue based on land and resource rents.

The London Global Table, with the School of Commoning, are honoured to be hosting the London based Quilligan Seminars exploring how we can protect “the commons”; that is the common wealth; needed for the well-being of all now and future generations.

James Quilligan, from Philadelphia, policy adviser to governments around the world is already designing each of the 12 seminars with their conveners. He is giving us this extraordinarily generous 12 days and many hours of prior preparation
James Quilligan is the Chairman for the Secretariat of Global Commons Trust and Managing Director of the Centre for Global Negotiations. He has served as policy adviser and writer for many international politicians and leaders, including Pierre Trudeau, François Mitterand, Edward Heath, Willy Brandt, and Jimmy Carter, and as an economic consultant for government agencies around the world. He is currently collaborating with His Royal Highness Prince El Hassan of Jordan and several United Nations agencies on global commons issues.
We need your co-operation in any of these ways:

1. To register a.s.a.p via me for any of the seminars in the attached ‘Basic List’. Only that by the Fin Lab on May 10th is by invitation only.

2. To consider in particular May 13th – CCMJ’s specific focus – the Eucharist at 11 with a dialogue sermon ‘Quilligan/Winkett’ and /or the seminar 1.30 – 5.00. [Churches provide venues for 3 of the seminars]

3. There is a registering fee of £5 per seminar [Cheques to ‘School of Commoning – May Seminars’
via Peter Challen 21 Bousfield Rd London SE14 5TP – necessary to meet the considerable costs of flight, accommodation, meals and [if possible] an honorarium for James. In a few cases conveners’ may have to meet extra costs of venue and therefore seek a further contribution. I would inform you of that in relation to your registering with me.

4. Offering a donation to defray the expenses of James’ flight and pump priming – we would also like to be able give an Honorarium to James in response to his huge generosity. If you can’t come to anything, this might be a generous way of supporting the bold enterprise, by cheque as in 4 above.

5. To catch the flavour of the whole experiment a minimum attendance might be the 1. House of Commons May 8th – 2. the seminar you most favour – and – the Summary seminar May 18th.

6. Please encourage anyone else you can to note this experiment in an act of systemic change from 11 different starting points. We hope it might be a proto-type for other projects.
